Pledges
  • When DRMFSS publicly announces the HRD document, this will trigger donors to pledge to a portion of the requirement on the HRD
  • Donors will then make contributions (Forecasted) for the release HRD.
  • This information is currently recorded inside WFP and DRMFSs using an Excel spreadsheet
  • Every often the two spreadsheets are synchronised to each other
Contributions
  • Just like pledges, there is a contribution list database (based on Excel) which keeps the sum of total contributions by donors
  • 99% of contributions to the HRD are done through WFP
  • When a donor contributes in cash, a calculation is made to best estimate the amount of commodity the contribution can purchase
Pipeline process
  • Currently DRMFSS do not have assigned staff to handle pipeline operations
  • WFP handles pipeline using Excel based spreadsheet which contains information about commodity requirements, forecast, ETA and remaining balance
How to get requirements for CATS regarding pipeline and pledges
  • To get the requirements from users doing pipeline activities within WFP
  • There is a risk of implementing a functionality in CATS when there is no users to assist development of pledge and pipeline by providing requirements and later on validating the implementation
  • High emphasis on user involvement during development of a feature is also another risk for the implementation of pledge and pipeline without the existence of users to perform the task in DRMFSS
Previous attempts
  • DRMFSS ICT had suggested a pipeline process during the development of internal RMS (Relief Management System)
  • The lack of pipeline position within DRMFSS made it very difficult to pursue the design further
Pledge and Gift Certificate
  • DRMFSS issues gift certificates for confirmed contributions which have arrived at Djibuti port
  • DRMFSS do not have information on how much of the commodity on the gift certificate is received by it's own hubs or donors warehouse
  • There is a need to track exhaustive information about gift certificates but the information is difficult to come by. There are situations where a portion of the total quantity on the gift certificate goes into other warehouses outside DRMFSS managed hubs

Action Items

  • Consult different materials (spreadsheets, reports and RMS) to understand the scope of Pledges and Contributions
  • Look at the current pipeline information handling within WFP
  • Estimate the amount of effort required by the development team to implement Pledges and contributions
