Understanding from EW
  • Early Warning uses the term months when preparing HRD plan in the form of duration of assistance
  • During operation the term round is used because it is difficult to assure resources will be available according to the HRD
  • It is not always correct to assume that the total number of rounds is equal to the duration of assistance on the HRD
  • Rounds are set for the whole region.
PSNP's View
  • We don't have a concept of rounds and we only use months
  • This is because resources are earmarked for the program for the specified duration of assistance. If a woreda is entitled to get assistance for x number of months then it is certain that the resource will be earmarked for that duration
  • Cash assistance will have the concept of rounds
Going forward
  • EW will still be using months for planning the HRD and rounds during operation. There is a need for basing reports both on months and rounds.
  • PSNP/FSCD will continue to use months both for planning and operation. No changes will be introduced here.
