To further monitor and know  the exact data entry dates and the identity of the data entry clerk, please put in a current date and id of the data entry clerk

• ”Deleted” action: Can’t remove the document entry just flag it
• Workflow is already implemented for the statuses of Bid Plan, but it’s not implemented for actions taken on it.
