Determining Requirements

Under PSNP, need-fulfilment requirements are planned annually according to a strict timetable. From a commodity management perspective the output of this planning process – the federally approved PSNP Annual Plan – shows the type of payments to be provided (food or cash) and the number of months of assistance for each wereda. This must be approved federally because the ability to respond to weredas’ requests to make food-payments depends on grain resources available at a federal level.  

Once approved, the quantities of commodities must be communicated to any weredas planned to receive food payments in order to determine the /wiki/spaces/CTS/pages/2162711 and notify federal DRMFSS.

Note: All PSNP food resources are dispatched directly from the federal DRMFSS Hubs to the FDPs, with information of the timing of the dispatch and delivery date communicated to regions by the dispatching hub.

This section details the Needs Assessment & Resource Allocation processes for PSNP. The PSNP processes differ from Relief in that: 

  • The number of beneficiaries is known in advanceand adjusted downwards as programme beneficiaries ‘graduate’ (beneficiaries remain in the programme for one-year following graduation): 
    • Graduating happens at the end of each budget year (Miazia – Senie). It has a ceremony: It is expected to happen at the end of the budget year 
    • There is a graduation assessment process that happens every year
    • Assessment is focused on Productive Asset of Beneficiaries and it is converted to monitory forms and checked against a benchmark 
    • Graduation Assessment is done by Development Agents at the Kebele level, supported by Wereda Experts 
    • Even though a house hold graduated from Safety net program, it could be still part of other programs like the house hold asset building
  • A retargeting process is triggered if there are families that have completely dropped out of the safety net program in case of transfer or graduation etc. This process happens before the planning commences between Hamlie and Tirr. 
  • The Assessment process focuses on the proportion of aid that will be provided in cash or food depending on local market conditions (beneficiaries in different Weredas will receive just cash, just food or a cash-food mix) 
  • Resources are pre-mobilised through a World Bank trust fund
