DRMFSS Hubs

DRMFSS maintains three hubs through which all DRMFSS-controlled commodities are transferred from donor to beneficiary.

Terminology: Hubs Vs Warehouse Vs Store Vs Office

Hubs

The term "hub" refers to the entire complex, consisting of the administrative offices, the grounds, and the stores where the physical commodities are kept.

Warehouse

In the interests of clarity, the term "warehouse" should be avoided, as it means different things to different people, with some using the term to mean the entire hub, others using it to mean the store, and others using it to mean the building located in the wereda//wiki/spaces/CTS/pages/2162711 where the commodities are stored before distribution.

Store

"Store" refers to the place where physical goods are received, stored and dispatched.

Hub Office

"Hub Office" refers to the place within the hub where the record-keeping and other administrative activities take place. This is the primary focus of CATS in the hubs.

Hub Responsibilities

  • Receiving, managing and dispatching the physical commodities
  • Determining which physical commodities are allocated for dispatch 
  • Managing intra-hub loans and swaps (between programmes within a single hub)
  • Managing inter-hub loans and swaps (across different hubs)
  • Reporting stock levels to Logistics (Addis)
  • Payment of labourers

CATS Scope

CATS in the hubs focuses on the recording of actual stock movements, as recorded in the Hub Office, based upon the key documents of:

Other documents and events causing the movement of goods within the hub are also recorded.

At the current stage of development, live recording of stock movements within the Store is considered out of scope.

Hub Size

The hub has 20 stores of 5,000 MT each used for storage of DRMFSS commodities for a total of 100,000 MT. Of these, 4 have been given to EFSRA, and an additional 3 are on loan to them. If additional storage is needed, outside storage can be rented. Currently 2 external storage sites are being rented.

There are 10 additional Kespan stores of 500MT each used for storage of NFIs total capacity of 5,000MT.

Incoming Food Commodities

Stock may be received from a number of donors. Primary donor is WFP (>90%)

Quality checks

Sourced from WFP:

  • WFP usually informs prior to arrival if there are problems. 
  • Random quality control is still tested on entry to hub.
  • All WFP commodities come directly to the DRMFSS Hub. If the quality checks fail, the goods are stored on the DRMFSS Adama site and treated directly at WFP cost.

Sourced from Non-WFP / Local Purchase:

  • Every truck is tested (pests and moisture)
NOTE: EFSRA, unlike DRMFSS, returns any infested/damaged food back to WFP as it acts as a bank

Hub Size

The hub has four physical stores used for storage of DRMFSS commodities:

  • Three 1,000 MT stores
  • One large 10,000 MT store(this has been physically partitioned into two 5,000 MT stores with two separate storekeepers),

Note: All WFP commodities first go to the Diredawa WFP Hub, where the waybills are signed and then the trucks continue to DRMFSS. This means that as part of the receipt process, the DRMFSS storeman goes to the WFP hub, and then accompanies the counted stock to the DRMFSS hub, where the normal DRMFSS GRN is issued

Food Commodity Quality checks

There is no quality check mechanism at the hub. If problems are suspected with the cargo, the hub has the option to bring in quality experts from the EFSRA Shinele hub to check the commodities.

This hub also sometimes supplies food commodities to FDPs in the Afar region.

Food Commodity Quality checks

All WFP commodities come directly to the DRMFSS Hub. If the quality checks fail, the goods are then redirected to the neighbouring WFP Hub for treatment, due to lack of space.

  3. Amhara. The West Amhara region (North Gondar, South Gondar, North Waldo and sometimes East Gojam) is usually served via the Worata EFSRA store

When relief programmes in West Amhara are in operation, CSB, Pulse and Oil are first physically transported from the DRMFSS hub to the EFSRA Worata Hub and unloaded. From there, tendered trucks load the transported CSB, Pulse and Oil, along with EFSRA-loan Cereal
