Target Regions

CATS will be rolled out to the appropriate authorities within all Ethiopian Regional Capitals, with the current exclusion of Somali Region (as food distribution is being handled by WFP there).

Regionals involved are:

  • Afar
  • Amhara
  • Benishangul
  • Gambela
  • Harari
  • Oromia
  • SNNP
  • Tigray

 

Note: Once DRMFSS resumes operations in Somali region, CATS can be 'switched on', providing the same level of functionality as the other eight regions.

CATS Proposed Regional Interactions

The following proposed Regional interaction points were approved by the FMIP task-force on 06-May-2013, and will be used to identify the CATS Roles to be developed for the regions.

Note: The Food Supply Prospect Report is published within 10 days of the Humanitarian Requirements Document and breaks-down the regional approved beneficiary number by wereda and duration of assistance.
Regional Governments must communicate the HRD approved number of beneficiaries and duration of assistance to all weredas due to receive humanitarian relief (outside of CATS)
Note: This figure is subject to later adjustments in the event that additional regular relief beneficiaries are identified in subsequent assessments (flash assessments)

Requesting approved HRD Allocation (Relief)

Enter regional allocation release request for number of HRD approved beneficiaries - taking into account any subsequent adjustments and indicating FDPs (by 10th Month)

Allows the regions to submit their allocation release request electronically. In addition to making the process more efficient and transparent, it also tackles the problems surrounding the issue of location name. Delays due to waiting to receive hard-copy are reduced (function has a time contingent mandatory deadline) and  CATS could be also be used to: (a) send email reminder alerts and; (b) restrict the regions ability to request more than the HRD approved number of beneficiaries and/or identify re-allocations between weredas.

Ideally the system should flag any weredas for which the actual allocation is different to the original approved allocation for immediate onward communication to affected weredas
Regional Governments must communicate any differences in the actual allocation with the HRD approved allocation (number of beneficiaries) to affected weredas (outside of CATS)

Preparing for delivery

DRMFSS Hubs

Regional governments

Allows the regions to alert weredas of impending deliveries (to notify storekeeper to prepare the FDP store, notify daily labourers etc.). Ideally the system would send an email alert to regional officials at the start of dispatch to their regions. Reduces hub workload and removes dependency on hub to manually alert regions at start of dispatch.
Regional Governments must notify all weredas due to receive deliveries at the start of dispatch to the region (outside of CATS)

Allows regions to enter report information electronically. Information will be transferred to federal level quicker, regions can investigate disparities, the additional workload created by the introduction of two report formats will be shared across regions:
1. FDP Monthly Commodity Receipts Report (detailed report - line entry per DRMFSS Issue Ticket)
2. Wereda Monthly Stock & Distributions Report (summary report - line entry per programme, per round, per FDP, per commodity)

Allows the region to enter FDP Lists for receiving contingency/risk financing food allocations that have been collected from affected weredas and pass this to FSCD (speeds up process and tackles problems surrounding location name)

Emergency

Enter regional request for fast onset emergency allocation - including FDPs

Allows the regions to submit requests for fast onset emergency allocations electronically (and separately to the regular request to release the HRD approved allocation for regular relief beneficiaries) and flag to EWRD that an emergency request has been received. Time saving may be critical in an emergency situation.

Note: If a fast onset emergency results in additional regular relief beneficiaries, the HRD approved number for affected regions would be adjusted


 

Outstanding Issues

 

FSCD/PSNP Data Entry

At what stage should PSNP data enter CATS for both regular food transfers and for contingency and risk financing food allocations i.e. entered by region during planning/request process or by FSCD once federal plan/regional request has been approved? Note: current FMIP Task Force approved regional access to CATS that data is input post-approval at federal level                                                                               

Officially Authorised Requests

How should the issue of 'official' requests be dealt with e.g. is electronic signature acceptable or must a stamped hard copy must be faxed/posted simultaneously?
